Simply put, it is a video-conference or video-phone (Being able to receive a video of someone talking and you can also send a video to them back at the same time) over the internet. Or imagine that you can type to them as they talk. That's 2-way Interactive Streaming. Imagine being able to receive a live video/audio of a politician talking about a subject. At the same time you can also type questions to him/her as he/she talks.
